MSME Ministry Kicks Off Special Campaign 5.0

The Ministry of Micro, Small & Medium Enterprises (MSME) has begun preparations for its participation in the Special Campaign 5.0 — a nationwide government initiative aimed at institutionalising cleanliness, improving record management, and minimising pendency in public-facing offices.

Scheduled for October 2–31, 2025, the campaign is steered by the Department of Administrative Reforms & Public Grievances (DARPG) and will cover field/outstation offices, particularly those involved in service delivery and citizen interaction.

Clean offices, clear records, better service delivery

During the Preparatory Phase (Sept 15–30), the Ministry is:

  • Appointing nodal officers at central and field levels

  • Finalising an action plan for implementation

  • Holding review meetings across its departments and autonomous bodies

The Implementation Phase (October) will focus on:

  • Saturation of cleanliness in MSME offices

  • E-waste disposal in line with 2022 rules

  • Digitisation of records and removal of physical clutter

  • Freeing up office space and improving workflow

  • Timely disposal of pending files, grievances, and references

Special Campaign 4.0: A benchmark for success

In October 2024, the MSME Ministry delivered significant results under Special Campaign 4.0, including:

  • Review of 23,911 physical files

  • Disposal of 4,998 outdated records

  • Clearing 17,664 sq. ft. of office space

  • Revenue generation of ₹50.47 lakh from scrap disposal

  • 548 cleanliness drives across departments

  • 94% disposal rate for MP references and 97% for public grievances

With this precedent, Special Campaign 5.0 is expected to set higher benchmarks for citizen-centric governance in the MSME ecosystem.

Why this matters for MSMEs and public-facing institutions

By enhancing transparency, decluttering workflows, and ensuring timely grievance redressal, Special Campaign 5.0 aims to:

  • Improve the ease of accessing government schemes

  • Make MSME offices more digitally enabled and visitor-friendly

  • Promote sustainability via e-waste management

  • Reduce red tape and delays in policy/service implementation

Statutory and autonomous MSME bodies including KVIC, Coir Board, NSIC, NIMSME, and MGIRI are expected to play a central role in campaign execution.
