India has reached a framework for an Interim Trade Agreement with the United States. Commerce and Industry Minister Piyush Goyal stated that the agreement will help both nations deepen economic cooperation and reflect shared commitments to sustainable growth for people and businesses. The pact opens a $30 trillion market for Indian exporters, especially MSMEs, farmers, and fishermen, while creating lakhs of new job opportunities for women and youth.
Targeted Tariff Reductions Across Key Sectors
The United States will slash reciprocal tariffs on Indian goods to 18 percent. This reduction targets key sectors such as textiles and apparel, leather and footwear, plastic and rubber products, organic chemicals, home decor, artisanal products, and select machinery in the world’s largest economy. Tariffs will drop to zero on a wide range of goods, including generic pharmaceuticals, gems and diamonds, and aircraft parts. These changes enhance India’s export competitiveness and support the Make in India initiative.
India also receives exemptions under Section 232 on aircraft parts, tariff rate quotas on auto parts, and negotiated outcomes on generic pharmaceuticals. These measures lead to tangible export gains in these sectors.
Comprehensive Protections for Agriculture and Dairy
The agreement fully protects India’s sensitive agricultural and dairy products. Items such as maize, wheat, rice, soya, poultry, milk, cheese, ethanol for fuel, tobacco, certain vegetables, and meat remain safeguarded. Piyush Goyal explained that these protections sustain farmers’ interests and rural livelihoods. The framework maintains India’s commitment to these priorities amid expanded trade opportunities.
Framework Paves Way for Full Tariff Elimination
The interim framework opens a path to tariff removal on additional Indian goods. This step depends on the successful conclusion of the Interim Agreement. The list includes generic pharmaceuticals, gems and diamonds, and aircraft parts, where India holds strong global shares and US demand remains high. Washington will remove tariffs on certain Indian aircraft and aircraft parts previously imposed under national security proclamations related to aluminum, steel, and copper imports. India gains a preferential tariff rate quota for automotive parts covered by US national security tariffs on automobiles and auto components.
Goyal linked the development to realising Viksit Bharat under PM Modi’s guidance.
