The Delhi government has announced the establishment of two new food incubation centres and three high-tech laboratories to support startups, micro food processing units, and emerging entrepreneurs in the capital. The announcement was made by Delhi Industries Minister Manjinder Singh Sirsa on Saturday.
The two food processing incubators will be developed at Delhi Skill and Entrepreneurship University’s World Class Skill Centres in Jhandewalan and Wazirpur under the Pradhan Mantri Formalisation of Micro Food Processing Enterprises (PMFME) scheme. The initiative, launched by the central government in 2020, is aimed at formalising and supporting India’s unorganised micro food sector.
An investment of Rs 4.5 crore will be made in these incubators, and the university has already received an initial Rs 50 lakh tranche to begin procurement of bakery equipment, Sirsa confirmed.

IoT and fabrication labs for innovation and upskilling
In parallel, three advanced labs—two focused on the Internet of Things (IoT) and one fabrication lab—will be set up across Netaji Subhas University of Technology’s East and Main campuses. These labs are being funded through a Rs 3.06 crore corporate social responsibility (CSR) grant from the Delhi State Industrial and Infrastructure Development Corporation (DSIIDC).
These facilities are designed to offer prototyping, testing, and hands-on training to students, faculty, and local entrepreneurs. Sirsa emphasised that under Chief Minister Rekha Gupta’s leadership, the government aims to position Delhi as a preferred hub for skilled youth, innovators, and micro, small, and medium enterprises (MSMEs).
Formalisation and skill development key to Delhi’s strategy
The broader objective is to build a robust ecosystem for entrepreneurship by reducing the gap between ideation and execution. The move also aligns with the central PMFME scheme’s goals of offering credit-linked subsidies, shared infrastructure, and One District One Product (ODOP) support to micro food processors.
By combining skill development with access to innovation infrastructure, the Delhi government hopes to boost job creation, support product development, and create an enabling environment for the city’s startup and MSME ecosystem.
