This portal is poised to revolutionize access to credit services under the Kisan Credit Card (KCC) scheme and assist farmers in availing subsidized agriculture credit through the Modified Interest Subvention Scheme (MISS).

The KRP portal serves as an integrated hub, offering a comprehensive view of farmer data, loan disbursement specifics, interest subvention claims, and scheme utilization progress. Its integration with banks enables proactive policy interventions, strategic guidance, and adaptive enhancements for more focused and efficient agriculture credit and optimum utilization of interest subvention. 2) Ghar-Ghar KCC Abhiyaan: Expanding the Reach of Agriculture Schemes

The “Ghar-Ghar KCC Abhiyaan” campaign is a testament to the Ministry of Agriculture & Farmers Welfare’s commitment to universal financial inclusion for farmers. This ambitious campaign aims to extend the benefits of the Kisan Credit Card (KCC) Scheme to every farmer across the nation. It is set to commence from 1st October 2023 and run until 31st December 2023.

To ensure the success of this campaign, the ministry has diligently verified existing KCC account holders’ data against the PM KISAN database, identifying account holders who match with the PM KISAN database and those who, although PM KISAN beneficiaries, do not have KCC accounts. This campaign plays a pivotal role in reaching out to non-KCC account holder PM KISAN beneficiaries and fostering the saturation of KCC accounts among eligible PM Kisan beneficiary farmers. The campaign’s goal is to connect around 1.5 crore beneficiaries who are not yet connected to the KCC scheme, further enhancing financial inclusion in rural India.

3) Launch of WINDS Manual

The Weather Information Network Data Systems (WINDS) initiative is a pioneering effort aimed at establishing a network of Automatic Weather Stations & Rain Gauges at the taluk/block and gram panchayat levels. This initiative creates a robust database of hyper-local weather data supporting various agricultural services.

The comprehensive WINDS manual launched as part of this initiative provides stakeholders with an in-depth understanding of the portal’s functionalities, data interpretation, and effective utilization. It guides states and Union Territories in establishing and integrating with the WINDS platform, fostering transparent and objective data observation and transmission. This initiative offers practical insights into leveraging weather data for improved crop management, resource allocation, and risk mitigation. Access to real-time weather information will empower farmers to make informed decisions and take timely precautions for their crops, ultimately leading to better agricultural outcomes.

Financial Inclusion and Support

Union Finance Minister Smt. Nirmala Sitharaman expressed the government’s commitment to supporting farmers through these initiatives. She assured full cooperation of banks for the success of the Ghar Ghar KCC Abhiyan, emphasizing that the government has allocated sufficient funds under the KCC scheme to ensure easy short-term loans for farmers. She also commended the Ministry of Agriculture for the successful implementation of the Pradhan Mantri Fasal Bima Yojana (PMFBY), which has disbursed over 1,40,000 crores of insurance amount to farmers against a premium amount of Rs. 29,000 crores.

Moreover, Smt. Sitharaman appreciated the real-time estimation of rice and wheat crop output and called for the extension of such estimations to crops like Dalhan and Tilhan. Real-time crop estimation is crucial for better planning and ensuring the right prices for farmers at the end of the crop season. The finance minister also emphasized the importance of full automation of regional rural banks and cooperative banks, directing the Department of Financial Services to study the gap between loan sanction and loan disbursement for these banks. These efforts aim to streamline financial support and ensure that it reaches farmers in a timely manner.
