The Tamil Nadu government has introduced a ₹20,000 subsidy for gig workers purchasing electric scooters, marking a significant step toward promoting electric mobility and supporting the gig economy. This initiative, part of the state’s 2025-26 Budget, will initially benefit 2,000 workers registered with the Gig Workers Welfare Board.
Boosting EV Adoption Among Gig Workers
The subsidy aims to ease financial burdens on gig workers, particularly those working with platforms like Zomato, Swiggy, Blinkit, and Zepto, where two-wheelers are critical for daily operations. By encouraging EV adoption, the scheme also aligns with Tamil Nadu’s broader sustainability goals.
Announcing the initiative, Finance Minister Thangam Thenarasu said the move would enhance mobility for workers while accelerating the shift to eco-friendly transport solutions.
Social Security Measures for Gig Workers
In addition to the EV subsidy, the Tamil Nadu government is rolling out a group insurance scheme covering accidental death and disability benefits. This will benefit approximately 1.5 lakh gig workers employed in internet-based services across the state.
Recognizing the challenging working conditions of delivery executives, the government will also set up dedicated rest lounges in major cities, including Chennai and Coimbatore. These lounges will provide essential facilities, offering workers a place to rest and recharge between deliveries.

Expanding Vocational Training for Construction Workers’ Children
Beyond the gig economy, the state has announced seven new Government Industrial Training Institutes (ITIs) to provide vocational training for children of construction workers. These ITIs will be set up in districts with high concentrations of construction labor, including:
- Krishnagiri
- Tiruvallur
- Kanchipuram
- Madurai (Thiruparankundram)
- Trichy (Mannachanallur)
- Coimbatore (Perur)
- Dharmapuri (Karimangalam)
Backed by ₹148 crore from the Tamil Nadu Construction Workers Welfare Board, the ITIs will offer training in six trades, adding 1,370 new seats annually.

With this set of progressive policies, Tamil Nadu is taking a proactive approach to support its workforce while reinforcing its commitment to electric mobility. The ₹20,000 EV subsidy, group insurance scheme, and vocational training expansion could serve as a model for other states looking to empower informal sector workers and promote sustainable transport solutions.
