Entrepreneurship and Skill Development Program for MSMEs

MSMEs are changing the landscape of businesses in India right now.
Fresh businesses are being set up each day which are bringing in new
entrants into the MSME arena. This is largely due to low entry barrier to
do business and the availability of credit. The government has played a
huge role in facilitating easy credit by initiating new schemes that prove
to be beneficial for newcomers. The ministry of MSME is keeping a
further check and is instrumental in playing the role of the regulator of
the MSME sector. In the recent times, many MSMEs have started and
expanded their operations in all parts of the country providing
employment opportunities to the people in the rural areas. It is a
primary concern of the businesses that the quality of the output
produced is up to the base standards and above. It makes a good case
to bring skill development for the employees of the MSME sector.

Industries cannot flourish and reach their maximum potential if the
participants are not well versed with the mechanics of the business of
that particular sector. It is increasingly important to have highly skilled
labor workforce to harness the benefits of their efforts in an efficient
manner. Skill development in MSME sector has become the need of the
hour. Entrepreneurship promotion and development Programmes are
being organized regularly to nurture the talent of youth by enlightening
them on various aspects of industrial/business activity required for
setting up MSMEs. These Programmes are conducted for youth and
other people interested to set up their own industrial/self-employment
venture. Such activities are also organized in ITIs, Polytechnics and
other technical institutions/business schools, where skill/talent is
available to motivate them towards self-employment.
The following activities are conducted under the Entrepreneurship and
Skill Development Program Scheme :

1. Industrial Motivational Campaign (IMC) – Two days

2. Entrepreneurship Awareness Programme (EAP) – Two Weeks

3. Entrepreneurship-cum-Skill Development Programme (E-SDP) – Six
Weeks

4. Management Development Programme (MDP) – One Week

All the above mentioned activities/programmes will be conducted

through the Implementing Agencies (lAs) i.e. MSME-DIs & MSME-TCs
under the Office of Development Commissioner (MSME); Ministries,
Departments, organizations/, Corporations, PSUs, agencies under the
administrative control of Central/State Governments, as approved by
the Empowered Committee headed by AS & DC(MSME) from time to
time. Particular lAs (other that MSME-Dls) will be responsible for
submitting utilization certificates for grants/funds issued to them by the
end of the financial year. Overall 40% of the targeted beneficiaries of
EAPs and E-SDPs should be Women.

Interested candidates like the country’s youth or other people who
wish to set up their own industrial or business venture can benefit from
this scheme by applying for it. The implementation Agencies are given
the responsibility to check for the qualification of the participants and
the structure of the fees needed to be paid. All participants that are
interested to apply for the scheme must meet the threshold age of 18
years and above.
Skill development in MSME sector in India will rapidly change the way
small businesses currently operate and function. It is only a matter of
time before new entrants in this sector start exploring the options for
skill development for their workers who work at their business units.
Many a times, it is commonly observed that due to lack of proper
education in different parts of the country, young people are unable to
get high quality jobs. The Government’s steadfast approach in initiating
the entrepreneurship skill development programme will lead to many
uneducated folks to acquire relevant practical skills that will essentially
enable them to land new jobs roles at the MSMEs.

Assistance to Training Institutions is yet another remarkable scheme
that has been approved by the Government in order to boost the
Entrepreneurship and Skill Development Program amongst people who
are really interested to join the MSME sector or are currently involved
with the activities of the MSMEs. The assistance is provided to National
level training institutions operating under the Ministry of MSME,
namely, NIMSME, KVIC, Coir Board, Tool Rooms, NSIC & MGIRI in the
form of capital grant for the purpose of creation and strengthening of
infrastructure and support for entrepreneurship development and skill
development training programmes. Assistance is also provided to
existing State level EDIs for creation or strengthening/expansion of
their training infrastructure.

The amount of assistance provided will not exceed the actual amount
for strengthening and expansion of the infrastructure that is required
by the training institutions of this Ministry. The scale of maximum
assistance to the State level EDIs will be restricted to the amount of Rs.
3 Crores in each case. The assistance for the Skill Development Training
programmes will be provided on the basis of the prescribed rates. The
Institutions of the Ministry of MSMEs and the existing state level EDIs
can apply for the Assistance programme. This will prove to be
extremely beneficial for skill development in MSME sector.
The Skill Development Training that is undertaken will lead to improved
quality of workers getting employed in the MSME sector. The sheer
number of businesses in the sector is growing at a very rapid pace
leading to higher demand for skilled workers at the rural level. Once
these skilled workers set the standards of operation, it will be
extremely valuable for the MSMEs to scale within no time. The
improvement in the skills of the MSME workers is directly correlated

with the output that is generated by the sector that will serve the
needs of the nation. The use of modern technology will further
emancipate the workers to efficiently deal with the day to day
production activities at the factory/workshop level. This will probably
be a huge game changer for the businesses operating in the MSME
sector.
MSME in entrepreneurship development has led to its rapid growth
over time. Major economies across the globe are currently adjusting
themselves in the post-pandemic era. It will be of great interest in the
coming years to oversee the growth of the MSME sector in India.
