India’s $265 billion technology services industry stands poised to scale five-fold to $750–850 billion by 2035, according to NITI Aayog’s comprehensive 10-year roadmap released by its Frontier Tech Hub. The strategy positions the sector as a cornerstone of Viksit Bharat 2047 while navigating artificial intelligence’s structural transformation of global value chains. Current labour-arbitrage models evolve toward IP-led, outcome-oriented, and platform-driven architectures as AI redefines service delivery economics and competitive positioning.

Five Strategic Levers Drive AI-Native Transformation

The roadmap prioritises five growth engines: Agentic AI systems, software product development, digital infrastructure expansion, innovation-led engineering capabilities, and India-centric solutions tailored for domestic markets. Commerce and Industry Minister Piyush Goyal highlighted the ecosystem approach combining progressive policy frameworks, robust industry partnerships, and coordinated inter-ministerial execution to accelerate innovation at scale. He affirmed Prime Minister Narendra Modi’s government commitment to establishing India as the trusted global leader in next-generation technology services.

MeitY Secretary S Krishnan outlined India’s full-stack AI strategy encompassing energy infrastructure, semiconductor manufacturing, foundational models, and enterprise applications, positioning technology services as the critical bridge scaling laboratory innovations to industrial deployment across priority sectors.

Generational Opportunity Reshapes Global Leadership

NITI Aayog CEO B.V.R. Subrahmanyam framed AI disruption as India’s generational opportunity to pioneer new value creation paradigms, implement workforce skilling at national scale, and solidify global technology leadership through innovation-centric ecosystems generating sustainable high-quality employment opportunities. Distinguished Fellow Debjani Ghosh positioned the current inflection point alongside historic industry pivots including Y2K remediation, cloud migration, and digital transformation initiatives.

The roadmap charts evolution from conventional services leadership toward global preeminence in architecting AI-native systems that integrate human judgment with autonomous agents and scalable platforms, aligning national growth trajectories with emerging technological realities.
