OSOP Scheme promoting Vocal for Local

Vocal for local is an innovative and ground-breaking solution for promoting OSOP policy. It helps in facilitating digital presence for lakhs of retail stores, medical stores, bakeries that comprise of the net retail traditional offline sector of India. The OSOP Scheme stands for One Station One Product launched by the Ministry of Railway in 2022. This is one of the most creative schemes that has been launched for the people of India so far.

Some of the primary objectives of the OSOP Scheme are as follows :

1.) Promoting ‘Vocal for Local’ vision of Government of India.

2.) Providing a market for the local / indigenous products.

3.) Providing an opportunity to railway passengers to experience the rich heritage of India and to buy local /indigenous products.

4.) Creating additional income opportunities for the marginalised sections of society.

Railways would provide outlets/fixed stalls at railway stations for showcasing, selling and allowing for a higher visibility to the indigenous/local products. Railways shall identify stations, eligible products for sale and their Vocal for local respective vendors accordingly.

In order to produce the highest quality of the products, certain guidelines have also been laid out for ease of identifying and approving products which are as follows :

1.) The products that are identified for a particular station need to be from an indigenous source.

2.) The variety of product categories that are included are –

a.) Handlooms and textiles.

b.) Local agricultural produce/processed as well as semi-processed foods.

c.) All sorts of artefacts and handicraft items.

d.) Traditional garments sourced from the local area.

3.) Items of local origin need to have Geographical Indication and approved by Office of Controller General of Patents, Designs and Trademarks, Department of Promotion of Industry and Internal trade (DPIIT), Ministry of Commerce and Industry, Government of India.

Criteria for eligibility :

The participant selection in the OSOP policy may be done by considering the fact that the benefits must reach the marginalized sections of the society. Following are the groups of Individuals that will be allotted the highest priority to avail the benefits of the scheme :

  1. a) Holder of Artisan / Weaver ID card issued by Development Commissioner Handicrafts, Development Commissioner Handloom, or by the requisite State / Central Government Authority.
  2. b) Individual artisans / weavers / craftsmen enrolled / registered with Tribal Cooperative Marketing Development Federation of India Limited (TRIFED) / National Handloom Development Corporation (NHDC) / Khadi and Village Industries Commission (KVIC) etc.
  3. c) Self Help Groups registered with PMEGP (Prime Minister’s Employment Generation Programme).
  4. d) Financially backward sections of society.

Guidelines for identifying and approving OSOP Outlets:

OSOP Outlets shall include fixed stalls / kiosks, mobile / portable stalls or trolleys.

1.) The number, location and type of OSOP Outlets at stations shall be approved by the DRM and included in the station blueprint, subject to maximum number of OSOP outlets not exceeding two per platform.

2.) Well standardized OSOP outlets will be constructed by zonal railways as per the designs provided by the railway board.

3.) Other factors like congestion on platforms and inconveniences to passengers should be avoided. Safety of passengers, both on platforms and while boarding / deboarding should be ensured.

Allotment of OSOP Outlets:

1.) Applications are invited by respective divisions in newspapers, social media apps, railway station banner ads for the temporary allotment of the OSOP outlets.

2.) Applications may be received on a rolling basis and a register of such applications should be maintained date / time wise.

3.) A designated drop box shall be placed outside the office of Station Master / Station Manager for receiving the application.

4.) The applicant may submit an application with the eligibility documents and contact number in the designated drop box.
